In July, the two divisions of the Ministry of Health and Family Welfare failed to spend any portion of their Tk16,090 crore allocation, which constitutes 5.68% of the Annual Development Programme (ADP), to implement 28 development projects.
Similarly, the Ministry of Science and Technology did not utilise any funds from its Tk12,749 crore allocation, accounting for 4.58% of the ADP, according to the latest report from the Implementation Monitoring and Evaluation Division (IMED) of the Planning Ministry.
The IMED published the ADP progress report for July on Sunday, revealing that 19 ministries and divisions failed to initiate the implementation of their 291 projects in the first month of the current fiscal year.
The report revealed that all of the ministries and divisions collectively spent Tk2,922.36 crore on development projects in July amounting to just 1.05% of the ADP of the current fiscal year.
This amount is 16.24% lower than the Tk3,489.09 crore spent on development in the first month of the last fiscal year and 0.22 percentage points below the previous implementation rate of 1.27%.
The National Economic Council (NEC) approved an ADP worth Tk278,289 crore for the current fiscal year, with a breakdown of Tk1,65,000 crore from the government exchequer, Tk1,00,000 crore from foreign aid, and Tk13,289 crore from the own funds of the implementing agencies.
The ministries spent Tk1,298 crore in July from the government's own fund, which is around 40% lower than last July's spending of Tk2,145 crore and the lowest in the last six years.
The ministries utilized Tk1,151 crore from foreign aid in July, which is 1.25% of the allocation, slightly higher than last July's implementation of Tk1,133 crore.
The power division spent Tk1066.40 crore in July, over 36% of total ADP spending and the highest among all of the ministries and divisions.
The division spent 3.16% of its ADP allocation of Tk33717 crore to implement 57 projects.
The Local Government Division spent the second highest amount of Tk938 crore, which is 2.47% of its ADP allocation of Tk37,976 crore.
Analyzing the report, it was found that the ministries and divisions that received the largest allocations failed to accelerate ADP implementation in the first month of the fiscal.
The Railways Ministry received an allocation worth Tk13,125 crore, the fifth highest among all of the ministries and divisions. However, the ministry spent only Tk0.38 crore in a month which is 0.03% of total allocated amount for 29 projects.
Receiving an allocation of Tk11,153 crore, the Health Service Division has yet to initiate any ADP spending. The Medical Education and Family Welfare Division also implemented 0% of its ADP in the first month.
