European leaders gathered in Paris on Monday (17 February), for an emergency summit to discuss their role in facilitating a ceasefire in Ukraine, following the United States’ unexpected move to exclude Kyiv and its European allies from recent peace negotiations.
The meeting, convened by French President Emmanuel Macron, aimed to reaffirm Europe’s commitment to Ukraine’s sovereignty and explore diplomatic avenues to ensure a fair and lasting peace settlement.
Following the discussions, German Chancellor Olaf Scholz addressed the media, asserting that any peace agreement must not be forced upon Ukraine.
"We welcome discussions about a peace deal, but it is imperative that this cannot be a diktat," Scholz stated. He emphasised Europe’s steadfast support for Kyiv and the necessity of ensuring Ukraine’s ability to defend itself, continue its path towards European Union membership, and maintain a robust military—elements he deemed non-negotiable.
Responding to speculation about potential European troop deployment in Ukraine as part of a peacekeeping force, Scholz dismissed the notion as "highly inappropriate" and premature, given that substantive peace talks were yet to take place. He reiterated the importance of transatlantic unity, stressing that Europe and the United States must remain aligned on security matters, particularly within NATO.
Spanish Prime Minister Pedro Sánchez echoed these sentiments, stating, "Europe wants peace, but one that upholds the principles of the international order." He underscored that a fair peace for Ukraine is inextricably linked to European security.
Similarly, Swedish Prime Minister Ulf Kristersson reaffirmed Europe’s unwavering commitment to Ukraine, writing on social media, "No discussions should take place about Ukraine without Ukraine. Support for Ukraine must be increased and accelerated."
Meanwhile, US envoy Keith Kellogg clarified Washington’s stance, stating that Ukraine’s leadership alone should decide the terms of any settlement.
"The decision rests with Ukrainians. Zelensky is the elected leader of a sovereign nation, and no one will impose terms upon him," Kellogg asserted following discussions at NATO headquarters in Brussels.
The Paris summit underscored growing European concerns over the US’s approach to negotiations and reinforced the EU’s determination to play a central role in shaping Ukraine’s future amid ongoing geopolitical tensions.
