In a significant move aimed at reinvigorating its workforce, Bangladesh Bank (BB) has transferred 85 senior officials, including 22 additional directors, who have served in the same department for over three years.
BB Human Resources Department-1 ordered the reshuffle on Tuesday (20 August), as per two internal memos.
For years, the central bank had not adhered to its transfer policy, resulting in many officers remaining in the same department for extended periods, with some even holding dual responsibilities across departments. This practice led to a noticeable laxity among the staff.
However, the newly appointed governor has swiftly moved to rectify this situation by implementing transfers for those who have held their positions for over three years. This decision marks the beginning of a broader strategy to reassign other long-standing officials progressively.
Among the notable transfers, Firoz Mahmud Islam from the Financial Sector Support and Strategic Planning Department has been reassigned to the Human Resources Department-1. Rashida Khanom from the Banking Regulation and Policy Department (Division-2) has been transferred to the Forex Reserve and Treasury Management Department (Division-1).
In a reciprocal move, Kazi Shaibal Siddiqui from the Forex Reserve and Treasury Management Department (Division-1) will now serve in the Banking Regulation and Policy Department (Division-2).
Additionally, Mohammad Abdul Hai from the Accounts and Budgeting Department (Division-1) has been moved to the Banking Inspection Department-2, and Anwar Hossain from the Data Management Department has been reassigned to the Forex Reserve and Treasury Management Department (Division-1).
Further notable transfers include Syed Kamrul Islam, Zobaida Afroz, and Md Masud Rana of the Bangladesh Financial Intelligence Unit (BFIU) to the Data Management Department, Sustainable Finance Department, and Bangladesh Bank Training Academy, respectively.
Other significant moves involve Mohammad Arfan Ali from the Banking Inspection Department-2 to the Accounts and Budgeting Department (Division-1), Md Tarikul Islam from the Common Services Department-1 to the Banking Inspection Department-7, and Amatur Rab and Tahmida Zaman from the Bangladesh Bank Training Academy to the Financial Stability Department and Data Management Department, respectively.
Hasne Ara Begum from the Human Resources Department-2 has been reassigned to the Secretariat Department, and Shah Zia-ul-Haq from the Payment Systems Department (Division-1) has been transferred to the Financial Sector Support and Strategic Planning Department.
Rabeya Khandaker from the Sustainable Finance Department will now serve in the Payment Systems Department (Division-1).
Additionally, Md Kamruzzaman Kallol from the Secretariat Department has been transferred to the Human Resources Department-2, while Sheikh Ahmed Jami from Human Resources Department-2 has been moved to Human Resources Department-1.
Anjuman Ara Begum from the Human Resources Department-2 will now serve in the Common Services Department-1, and Mohammad Ullah from the Banking Inspection Department-7 has been reassigned to the Sadarghat Office.
Syed Golam Shahajaru from the Forex Reserve and Treasury Management Department (Division-1) and Md Raihanul Islam from the Banking Inspection Department-7 have been transferred to the Bangladesh Financial Intelligence Unit. Rezia Khatun from the Motijheel Office has been reassigned to the Deposit Insurance Department.
The recent transfers are in line with the transfer policy approved during the 212th meeting of Bangladesh Bank’s Board of Directors on 15 February 2000, which mandates a transfer period of five years for the Inspection Department and three years for other departments.
