Ministry of Labour and Employment Secretary AHM Shafiquzzaman has remarked that both local and foreign groups are involved in the current unrest plaguing the garment sector.

He made these comments during a press conference on Thursday (12 September) at noon, held at the Tongi Industrial Relations Training Institute in Gazipur.

The conference, aimed at observing labour unrest and the overall labour situation, saw him speak as the chief guest.

Addressing the audience, Shafiquzzaman pointed out that not only local syndicates but also international entities are involved in the ongoing turmoil. He highlighted that since 5 August, numerous factory owners have fled the country, leading to non-payment of wages in many factories, which has fuelled the unrest.

He added that it is inconceivable for workers to set fire to their own workplaces, suggesting that such destructive activities are the result of external forces.

Referring to intelligence reports, the Labour Secretary noted that garment workers are being exploited in local conflicts over the jhoot (textile waste) trade, which is why discontent continues to simmer in industrial zones.

He further commented, "No developed country in the world has managed to fully ensure 100% workers' rights. Here, it is impossible to resolve all issues overnight."

While acknowledging that many of the workers' demands are legitimate and feasible for factory owners to meet, Shafiquzzaman questioned the practicality of certain demands at this time.

He specifically raised concerns over the call to double the minimum wage, questioning whether such a request is realistic in the current climate.

Also present at the event were Md Tariqul Islam, Director General (Additional Secretary) of the Ministry of Labour and Employment; Khondaker Rafiqul Islam, President of the BGMEA; other BGMEA officials; leaders of the Workers' Federation; and relevant departmental officials. Following the conference, Shafiquzzaman visited the Jaber and Jubayer Garments Limited factory for an inspection.
